Fix intermittent race issue with blinking LEDs

There is a situation with blinking LEDs both GPIO based and PWM LEDS where, when it's time to stop blinking that the command to stop blink is sent slightly after the toggle function for the LED has started and so, the stop function will reset the LED while the toggle function will then set the LED leaving it on when it should be off.
