Feature - add options for different boundaries with current collector for tau e

Current implementation has a single boundary type with current collector - that is a double layer forms and it is treated similarly to as if a boundary with solid electrode. Other boundary types should be possible such as no double layer forming. This just requires a different prefactor for electrolyte cells adjacent to the boundary - this should be an option for the user.
