I enter the command from the example:

$ git force-clone -b master https://github.com/tj/git-extras /tmp/target-directory

receive

Not a git repo!

I just submitted a pull request to fix the bug: #736
Could you give it a try?

You could install it via:

git pr 736
make install

Consider it fixed via #736 in master branch.
Reopen this issue if the problem still exists.
