Publish the changelog on releases

Motivation

This would match how Angular formats their release notes, that consistency would be familiar for those looking for release notes over here as well.

PR is welcome

Currently we are using https://github.com/thymikee/jest-preset-angular/blob/main/package.json#L41 and https://github.com/thymikee/jest-preset-angular/blob/main/.github/workflows/release-and-publish.yml to create a release on GH release page
