Make a Windows installer for grid-intensity CLI #23

In #12 we added a one line installer and homebrew support for POSIX systems. This issue is to add Windows support.

We could create a separate installer script maybe using Powershell like fly.io does https://fly.io/docs/getting-started/installing-flyctl/#windows

GoReleaser has support for the Scoop package manager for Windows. https://scoop.sh/
