I don't think adding it to theforeman-rel-eng is the correct place. Living next to the release notes is IMHO the correct thing.

https://github.com/theforeman/theforeman.org/blob/gh-pages/scripts/committers.rb is the place now. Long term it probably belongs in foreman-documentation.
