Volume list requests to send known volumes

Currently volume list requests may be inefficient with large amount of volumes in backend storage platforms. The list of volumes sent to the libStorage service should include only volumes that Polly currently knows about. This should translate into less overhead for all areas that are involved in processing the volumes. The filter should still be in place for volumes returning.
