[Story] Agreement and Disagreement ratings for policies

Description

As a Draupnir moderator, I give my agreement and disagreement with individual policies in a watched list. Draupnir will then not apply policies that i have disagreed with. And optionally, Draupnir will always apply policies that I have agreed with, unless also disagreed with (resolve the same way as server ACL). Agreement and Disagreement with policies can be made by when using the list preview mode, or when watching the list. This is so that specific policies that are going to disrupt the community can be ignored before subscribing to a list.

Acceptance Criteria

• Individual policies can be disagreed with, particularly policies against specific users.
• Disagreed policies will always be ignored, even in "direct" watch mode.
• Agreed policies will always be considered unless a disagreed policy exists
• Policies can be searched and rated without subscribing to the list
• Ratings are can be shared and published, but only ratings by ourself will be considered in this story
• Unbanning users that conflict with a policy from a list that Draupnir does not control will automatically be disagreed wtih.
• The management room will be notified of duplicate policies for the same entity+recommendation, and these will be ignored by default.
