Identify duplicate Recording rules and Alerting rules in thanos-ruler

Thanos-ruler can't identify duplicate Recording rules and Alerting rules. So, Thanos-ruler is causing high Memory and CPU usage of Thanos-querier for duplicates.

Describe the solution you'd like

As we know, Through help of prometheusrule crd we can inject recording/alerting rules to the thanos-ruler. But due to there is no control on Thanos-ruler side, Anyone can create duplicate Recording rules and Alerting rules without worrying about others' rules.

Additional context

We should have option tab on Thanos-ruler UI to get info about duplicate rules or may be we should have config parameter for the same.
