This PR looks great, while I suppose in the documentation we could remove the misleading first part and replace it with the note you added in this PR. What do you think?

This has been released in version 2.18.0 of the provider. Please see the Terraform documentation on provider versioning or reach out if you need any assistance upgrading. As an example: provider "azurerm" {
version = "~> 2.18.0"
}

fixes #7599 by removing incorrect validatefunc
As confirmed in the official docs the PolicyDefinitionReferenceId is simply
A unique id (within the policy set definition) for this policy definition reference.
and is not a resource id to a policydefinition.
