Is your feature request related to a problem? Please describe.
Sometimes it is necessary to start workflow terminating any workflow which is already running. This is especially useful during development and for corn workflows.

Describe the solution you'd like
Add WorkflowIDReusePolicyTerminateIfRunning id reuse policy.
