[Feature Request] Move more of the patched() logic to Core rather than langs #869

Describe the solution you'd like

In short:

  • The patched() API now needs support explicit memoization support.
  • Logic for non-memoization vs memoization needs to be handled in Core rather than in each lang.
  • Make sure Core's non-memoized logic stays compatible with TS SDK's current implementation, and that the memoized logic stays compatible with Python and .Net.
