Provide CLI to alter the Telepresence configuration

We need a command similar to kubectl config to let the user view and update the configuration. It must work for both the config.yml and for the kubeconfig cluster extension.

We did something similar in our own CLI (internal to the company) - I would have contributed this to the Telepresence CLI, but we just can't find the time.
