Pager bar interacts poorly with scrolling

Right now the "pager bar" is implemented as an overlay on the main app content. When viewing a module that fills the screen, this mean that the pager bar covers the end of the module content, including the prev/next buttons when viewing in the mobile layout. The HTML/CSS should be reworked so that you can actually see all the way to the end of the module content even when the pager bar is active.
