[cloudfront-distribution] Support creating a certificate with distribution if not existing

It would be convenient to have a "one stop shopping" (in either this module, or a new combo one) that lets us write a single terragrunt configuration specifying the cloudfront distribution, any certificate it might need, and the Route 53.

Idea is, it would be very simple to quickly say "create me a website called foo.illinois.edu" with only the one file.
