Consider package utilization on profile composition #15

Consider information about package real utilization (last time is was used) when composing user's profile. The idea is: the less the package is used, the less it should weight on use's profile.

Popcon already provides this information, though not accurate for certain cases. Investigate alternative solutions for gathering and registering such info.
