Deploy taskcluster-worker to replace generic-worker

This entails making taskcluster-worker "production ready" by getting it to feature parity with generic-worker, debugging it until it is stable, and cleaning up documentation, monitoring, and so on. Then, deploy tc-worker everywhere generic-worker is deployed, carefully migrating tasks from generic-worker payloads to taskcluster-worker payloads.
