move dan layer to https://github.com/tari-project/tari-dan
Motivation and Context
The dan layer is still very experimental, while the base layer is becoming more stable. This separation, while it may be tricky, will allow us to discern security alerts and PRs better
How Has This Been Tested?
CI
