Adds ruff rules to the project config in preparation for an eventual ruff pre-commit hook. Adopts the rules used by astropy. Also adds some rudimentary documentation on its usage.

Would like to see the output of it run on TARDIS

Found 1257 errors.
[*] 703 fixable with the `--fix` option (189 hidden fixes can be enabled with the `--unsafe-fixes` option).

Not listing all the errors itself, but there are alot of them in the visualization module. Also some of the errors might require that specific rules get added to the ignore lists, e.g. ignoring star imports in the plasma modules.

I.e. enforcing Ruff itself is a bigger project, but at least this way new changes can already implement the rules so the mountain of problems doesn't become bigger in the meantime.

@wkerzendorf I think you need to force merge it since the docs workflow is still failing
