This can wait until #293 gets finished(or at least partly). First thing to do is to figure out whats going on with the setup files, and tweak them if necessary. Also relating to #272

• Finish GSoC 2015 - Re-factor Montecarlo  #293
• create a testing framework
• Test basic getters and setters( [GSoC 2015 MRG] Testing getters setters #327 )
• Test other simple distance functions in montecarlo( [GSoC 2015 WIP] Testing other montecarlo functions #330 )
• Test the following
  • move_packet
  • rpacket_doppler_factor
  • montecarlo_line_scatter
  • montecarlo_thomson_scatter
  • montecarlo_bound_free_scatter
  • montecarlo_free_free_scatter
  • move_packet_across_shell_boundary
  • increment_j_blue_estimator
  • macro_atom
  • montecarlo_one_packet_loop (All the above tests should be first done, uses them as handlers)
  • montecarlo_one_packet (Uses montecarlo_one_packet_loop)
  • montecarlo_main_loop
  • calculate_chi_bf
  • bf_cross_section
• Fill the actual values of RPacket and Storage Model in [GSoC 2015 WIP] Testing other montecarlo functions #330.
