Build manager UI not working

While i can open the UI itself and look at the resource manager, for some reason i cant open the build manager part of the UI. For some extra information, i was trying to make a self expanding base on minmus, specifically on the flats, and i was using survey stakes and opening the UI through the toolbar. Anyone know how to fix this?
Another wierd thing is that during those small times where it was open, the survey stakes werent available.
