Gadget blueprint deploy

(P0 - P1) Can I deploy a blueprint through Polkadot Apps UI? Does it need a CLI?
(P2) Integrate deploy command to this CLI.
(P2) It likely will need to read in a private key and submit the extrinsic that deploys a blueprint.
