Cannot run ggui on windows

reports error:

I think this is the same problem as I reported here #6581. It was fixed with commit #6629, but the commit was reverted a couple days ago. No idea why.

@amakiir That's because that commit has caused other side effects ... We need to review that pr carefully.

We will revert that commit back, you can try our nightly release one or two days later.
