当TopView没有隐藏，但是topView中的子viewgroup使用了getParent().requestDisallowInterceptTouchEvent(true)，这时底部viewpager里的列表是可以滚动的。能不能直接根据isTopHide这个标记判断topview没有隐藏，底部viewpager里的列表绝对不能滚动？
