Description of issue

There is a proposal in apptainer to add an %appstart section to handling of SCIF apps. I have brought up that this needs to be considered upstream, in the SCIF specification first.

Track the progress / implementation of this: apptainer/apptainer#1118

We should pick apptainer/apptainer#1125 now, as this is a documented SCIF feature and present in Apptainer.

Applies to native runtime only at this point. SCIF in --oci mode for 4.1... see #1470
