Resolve conflicting license data

Following the various license attestations in this project, it's unclear which license governs this project.

Based on the paper, I believe that the intention was to release the dataset under the Creative Commons Attribution 4.0 International License - without ShareAlike or NonCommercial restrictions - and that the license may be incorrectly specified in some of the above locations.
