Flexible label declaration

Currently, SusQL labelgroups are limited to a fixed number of labels. It would be nice to replace this with an unlimited array, list , json notation, etc. This is a fairly big change with lots of direct and indirect dependencies. However, it would be really really nice to implement the label list as a set of values rather than treated like hardcoded variables.
