[OPS-SCRIPTS] gas price settings ignored in deploy script #1812

max priority fee is set to 0.001 gwei for base-mainnet in truffle-config.
When deploying a contract from the truffle console, that is applied, see https://basescan.org/tx/0x5172a997f121f34f969bda3c3611182f4734043d2ffc60b8931f0445fc15d719
When deploying contracts from the script deploy-framework.js, the truffle default of 2.5 gwei is used, see https://basescan.org/tx/0x808be37a96fca67887340b76182db5e420f590547a245f51eb8be6f476802ca3

This causes 2 issues:

massive overpaying (~5x) on Optimism-based L2s (maybe others too)
txs to Polygon getting stuck because there's an unofficial (?) minimal priority fee of 30 gwei required to reliably get through
