Let user know what the embargo limit is

When the collection manager chooses a setting that allows an embargo, the deposit form should display what the time limitation is (6 months, 1 year, 2 years, or 3 years). Currently the user doesn't know there is a limitation until they enter something and the validation picks up a problem, which only happens when they click Deposit.
