Package Control not loading

Description of the bug

The Package Control stopped working. It doesn't show up in the command palette, and I can't launch it from the Preferences menu (it opens the command palette prefilled, but nothing shows up).

Steps to reproduce

1. Start Sublime Text.
2. Invoke the Command Palette
3. Type "package control"
4. Nothing is found

Expected behavior

Package Control should be found in the command palette.

Actual behavior

Package Control does not show up in the command palette and it doesn't work.
