Ability to create a new database

Ability to create a new password database. Tusk should allow the user to create a new password database file and store this new file in a storage provider. At the time of creation, users should have a limited ability to configure features of the new database, such as master password, keyfile, name and description. Users may or may not have the option of specifying advanced configuration, such as encryption type and number of hashing rounds.
