[Documentation]: Introduce SWC feature flag #22678

Describe the problem

Following up on a conversation regarding #22075, the documentation requires some adjustments to reflect the newly introduced flag and explain how to use it and in which circumstances.

What needs to happen:

  • Add the useSWC feature flag into the documentation and update snippets accordingly
  • Extend the Babel documentation with an overview of how & why to use it

Additional context

This is a first step towards mentioning swc support. Depending on how this body of work continues, the builder documentation will require some additional changes and factor in SWC as another option.
