Whenever the witness schedule changes, we should publish it in the block header to allow DPOS-SPV.

In order to report the witness schedule in such a way to enables Simple Payment Verification requires changing how the witnesses are shuffled. Because this is tricky code, we are delaying this feature to a later hardfork and allowing more time for testing before pushing it live.
