Add an ingestion module for Global Forecast System (GFS).

This is GRIB data, so should be similar to the ECMWF-GRIB ingestion.

First problem to tackle is to add support to CODA for GRIB data with Data Representation Template 3 (Grid point data - complex packing and spatial differencing).
