If transaction takes more than several hours, bounties stuck in "Pending maintainer confirmation"

Description

Type: Bug
Summary: when I confirm payout for bounty or revoke bounty with too low Gas Price (i.e. 6 GWei instead of 15 GWei) transaction can hang several hours before including to block. In this case when transaction is finally completed, bounty stays in "Pending maintainer" state.

Expected behavior

Bounty is in final state (Paid to "Winner")

Actual behavior

Bounty stucks in "Pending Maintainer" state

Reproduction

Scenario 1:

• Open Status
• Create bounty
• Fund it
• Create PR to fix it
• Confirm Payment (set low Gas Price, i.e. 6 GWei)
• Wait until transaction will be completed (in my case took ~10 hours)

Scenario 2:

• Open Status
• Create bounty
• Fund it
• Revoke it
• Wait until first transaction is completed
• When confirm final transaction, set low Gas Price, i.e. 6 GWei
• Wait until final transaction will be completed (in my case took ~10 hours)
