[5.x] 404 on every page after upgrade to beta 1

Bug description

After upgrading to v5 every page is now 404ing after clearing the stache.

Yes, it 404.

I've also been experiencing 404s on 80% of my entries since beta.1. All entries that are resolving have invalid URLs to other pages, for example, breadcrumbs are missing parent URLs. It's not super easy to create a step-by-step reproduction for you, but it's caused by PR #9844 🫤
