[5.x] Add an --uncached option to the static warm command #11188

This adds an --eco option to the static warm command. In eco mode, only uncached URLs are visited.

This is perfect for when you just want to 'fill in the gaps' in your cache after some URLs were invalidated, without visiting every single URL in your website. This avoids unnecessary server load.

Using this option will definitely lower your carbon footprint 😇

I love it. But I changed the cute eco option name to just uncached to be a bit more explicit.
