The validation of current OMA document templates indicate a problem that the definition of the sections for table of content, tables and figures is missing the header title.
If we add the header titles, as indicated in the image, then the headers appear duplicated in the table of contents.

If there is no header title type h2, the message that I got is:
Section lacks heading. Consider using h2-h6 elements to add identifying headings to all sections. <section id="toc"></section>
