"Add all parent tags when adding a nested tag to a note" doesn't work when creating the note

Standard Notes on macOS, 3.14.1

Reproduce steps:

• Turn Add all parent tags when adding a nested tag to a note option off in settings
• Create new note in child folder

New note has all parent tags assigned, e.g. parent1, parent1/parent2, parent1/parent2/child. I would expect that only parent1/parent2/child tag should be assigned to the note.
