Implement Create Tribe logic based on the existing UI

Base branch: develop

Requirements

Integrate existing create tribe form UI with new binding logic to create tribe
Test integration in regrets until being able to create a tribe successfully

Acceptance Criteria

Integrate existing UI with new bindings logic to create/edit tribe
