• R03. Receive a notification if my proposal is hidden #19

steps to reproduce:

1. as a process-admin, create a new user role moderator with user and email: https://letterbox.dev.pokecode.net/admin/participatory_processes/digital-letterbox/user_roles
   1.1 as a process-admin, assign new valuator to proposal via proposals dashboard (using actions): https://letterbox.dev.pokecode.net/admin/participatory_processes/digital-letterbox/components/2/manage/

2. as a moderator (user: pau_valuator_2) i don't receive any email/notification
