I just watched the wonderful presentation by @aldearle at the ESSHC 2023 and hope we can get together to discuss a bit further. I think our team has build a similar solution as yours, albeit with a different strategy (focus on high linkage and then in a separate process filter irregularities (bad links)). We're still building the filtering process, but the linkage product is: https://github.com/clariah/burgerLinker

We might also be able to share with you ground truth data of The Netherlands if you were interested.
