Description of Bug

This is the LibUV problem.

nodejs/node#49911 (from Sept 2023)

Repro: https://stackblitz.com/github/nullVoxPopuli/polaris-starter/tree/webpack?file=.npmrc

(build never finishes)

Just found: stackblitz/webcontainer-core#560
