Procedure UI Phase 2

- the action will be "greyed out" on the front end, and the submit button disabled to indicate it's completed.
- I will add a "progress indicator" showing how many of the total actions have been. submitted.
- Saved state indicator, showing the procedure contains unsaved (not yet persisted to CalibrationData measured values).
- a display showing the current state of the procedure (i.e. all the measured data)
- a display showing current state of the transformer (including expiry date, etc...)
- Undo button (walk back / unwind thru a procedure
