I see there are several closed issues about this already. I also read the reasoning in this comment in issue #330.
In the new RFC 7231 however, there is no longer any mention that the message-body should be ignored when the method has no defined semantics for an entity-body.
Since many implementations exist where a body is required on a DELETE request, this would be a valuable addition to the framework in my opinion.
