Upgrade to Solace Spring Cloud 3.1.0 and enable Solace Spring Boot for Spring Boot 3.2.0

• Upgrade to Solace Spring Cloud 3.1.0 when including Cloud Stream & Solace.
  • Although the release notes says that Solace Spring Cloud 3.1.0 was built against Spring Boot 3.1.5 and Spring Cloud 2022.0.4, as per the following test automation, we confirmed that this release will also work for Spring Boot 3.2.0 and Spring Cloud 2023.0.0:
    • Bump spring.boot.version from 3.1.5 to 3.2.0 SolaceProducts/solace-spring-cloud#253
    • Bump org.springframework.cloud:spring-cloud-dependencies from 2022.0.4 to 2023.0.0 SolaceProducts/solace-spring-cloud#257
• Make Solace Spring Boot 2.0.0 available for Spring Boot 3.2.0 when just including Solace (no Cloud Stream)
  • This is compatible for Spring Boot 3.2.0 as per the test automation in:
    • Bump spring.boot.version from 3.0.6 to 3.2.0 SolaceProducts/solace-spring-boot#118
