Provide for uploading metadata jar

Problem description:
In airgapped environments it may be difficult to connect to a maven repository to obtain metadata jar

Providing for uploading the metadata jar that is then stored in a blob in the database.

We need to consider if the system needs to save all metadar jars in the database.
Does the system try to update jars of snapshots?
Do we add properties to control the behaviour of jars.
