页面公共部分怎么分离？比如头部、底部，还有加载基础资源部分。
require文件算是可以解决部分问题，但需要在js加载前输出的就不能处理了，还有远程的js也不能用require加载。
想自己写loader，把html配置在output中，构建时html只是copy，也没进行处理，配置loader也没用。
不能实现这个的话，就只适合做模块开发，不适合项目开发了
