Custom retakes_game.cfg

Simple cvar to set custom retakes.cfg just like we have warmup.cfg and live.cfg in pug-setup

Pull requests welcome for this. It's potentially a bit nontrivial since the config is executed in the `OnMapStart` forward, and I don't know if the retakes.cfg config (where this cvar would generally be set) would be executed by then. That code just might need to be moved, but it would require testing (that I cannot do).
