new stistools release

Want to gather several updates into one release for the stis team to test. This will include:

• test setup #46
• pep 8 #18
• Setuptools conversion #2

The STIS team signs off on #37, #18, and #2 (If I'm understanding #2 correctly it's just converting the way stistools builds? If that's the case, I think we're happy deferring to DATBs judgement on that.)

As for #46, seems like this is still in progress? We need to provide you with the test files for all of the non-calstis tasks.

#46 is done! We had the old tests from the pandokia system which I have ported. But will send e-mail update in a second. Oh also, the mktrace changes are not gonna make it in. Had some delays on that one.

The STIS team has had several members install and test this version of stistools. Based on the testing, everyone found it to be consistent in functionality and output (within a small tolerance) with the current version of stistools. Based on this, the STIS team signs off on this new stistools release.
